City Hall is this gritty 90s drama that doesn’t shy away from the messiness of urban politics. The pacing feels deliberate, building tension as the investigation unfolds. Al Pacino as the Deputy Mayor is solid; he brings this weight to the role that feels authentic. You can really sense the moral ambiguities the characters wrestle with. The atmosphere is very much a product of its time, with New York City itself almost feeling like a character. It tackles themes of power, justice, and the fallout from a single tragic event, and it’s not afraid to dive deep into the consequences. There are some really grounded performances here, and the practical effects add a rawness that enhances the drama.
