So, 'Police Academy 4: Citizens on Patrol' takes the franchise in this peculiar direction, really diving into community dynamics with this ragtag team of civilian volunteers. You get that classic slapstick humor, but there’s also a bit of heart with the citizens trying to help the police. The pacing feels a bit uneven at times, but it works for the ensemble cast that thrives on each other’s quirks. The practical effects, while not groundbreaking, have a certain charm, especially during chase scenes. The performances range from the reliably silly to some surprisingly earnest moments, particularly from Lassard. Captain Harris, of course, is the ever-present antagonist, just trying to sabotage the whole thing, which keeps the stakes comically low but entertaining. It's a light watch, definitely feels like they knew exactly what they were aiming for.
